Russia has warned that it will revive its claim to a huge swathe of the Arctic in the hope that it can secure the rights to billions of tons of oil and gas. A major earthquake was recorded in the south Pacific early Sunday, about 140 kilometres (88 miles) northeast of Fiji's Ndoi Island, the US Geological Survey said. The 7.1-magnitude quake, which hit at 6:57 am local time (18:57 GMT Saturday), registered at a depth of 434 kilometres (270 miles). No tsunami warning was issued, according to the Hawaii-based Pacific Tsunami Warning Center. Fiji is located in the so-called Ring of Fire area of the Pacific Ocean basin, where a large number of earthquakes and volcanic eruptions occur. Last month, a 7.2-magnitude quake struck some 570 kilometres south of Easter Island.

POLICE STATE USA - 24 Armed Cops and a Military MRAP Truck Dispatched to Take Money from Old Man

How many cops does it take to collect a civil judgment from a 75-year-old man? The town of Stettin, Wisconsin evidently believed the answer was 24—and an armored military vehicle for good measure.

The full might of the Stettin police force was dispatched to seize $80,000 from the elderly Roger Hoeppner, who restores antique trucks and old pallets on his 20 acres of property. Hoeppner originally got himself in trouble with the town because his junk collection violated certain zoning and sign ordinances. After years of legal disputes, a judge ruled that he would have to pay $80,000 in fines and attorney's fees for the town.

"I've been involved in about five standoff situations where, as soon as the MARV showed up, the person gives up," saving time, money and increasing safety, Bean said. Asked if he was, as the sheriff's captain described him, argumentative, Hoeppner admitted he was probably "hostile," though not threatening when confronted with a writ.

"The $86,000 figure is enough to shock most men," he said. "And they wanted it now, today." He said the town later agreed to $6,000 less because it wouldn't have to pay for hauling away his other equipment to sell.

Hoeppner estimates that, in all, his battle with the town has cost him about $200,000, a retirement fund he "worked very hard to accumulate." In addition, he said, his arrest the day the armored truck appeared upset his wife so much, he had to take her to a hospital for a few hours. False Flag Alert -- France Investigates Mystery Drone Activity over Nuclear Plants

France investigates mysterious drone activity over seven of its state-owned nuclear power plants.

France has launched an investigation into unidentified drones that have been spotted flying over nuclear plants operated by state-owned utility EDF, its interior minister said on Thursday.

EDF said that drones flew over seven nuclear plants across the country between Oct. 5 and Oct. 20, but that they had no impact on the plants' safety or functioning.

"There is a judicial investigation underway, there are measures that have been taken to know, and there are measures that exist, to neutralise these drones, but I won't dwell on them now. So naturally I am being kept informed and the investigation is ongoing," the French Interior Minister Bernard Cazeneuve told France Info radio on Thursday.

The drone sightings may renew concerns about the safety of nuclear plants in France, the world's most nuclear-reliant country with 58 reactors on 19 sites operated by EDF.

Cazeneuve emphasised that there were defensive measures in place to neutralise drone threats if necessary.

"There are inquiries, there are measures that exist to neutralise these drones, I won't dwell on exactly how they work because I don't have to," he said.

EDF named the plants over which drones had been spotted as Creys-Malville and Bugey in the southeast, Blayais in the southwest, Cattenom and Chooz in the northeast, Gravelines in the north and Nogent-sur-Seine, the closest plant to Paris.

The unmanned aircraft were spotted late in the evening, at night or very early in the morning, EDF said.

It is prohibited to fly less than 1,000 metres above nuclear plants and within a five kilometre radius.

Each plant has filed a formal complaint with the police against the anonymous people behind the drone flights, and the investigation is ongoing.

Activists from environmental campaigning group Greenpeace forced their way into the Fessenheim plant on the German border earlier this year or into the Bugey plant in 2012, and have a history of breaking into nuclear plants in France.

However, Greenpeace denied any involvement in the pilotless drone flight activity.

Zecharia Sitchin (Azerbaijani: Zaxariya Sitçin) (July 11, 1920 -- October 9, 2010) was an Azerbaijani-born American author of books proposing an explanation for human origins involving ancient astronauts. Sitchin attributes the creation of the ancient Sumerian culture to the Anunnaki, which he states was a race of extraterrestrials from a planet beyond Neptune called Nibiru. He believed this hypothetical planet of Nibiru to be in an elongated, elliptical orbit in the Earth's own Solar System, asserting that Sumerian mythology reflects this view. Sitchin's books have sold millions of copies worldwide and have been translated into more than 25 languages.

According to Sitchin, Nibiru (called "the twelfth planet" because, Sitchin claimed, the Sumerians' gods-given conception of the Solar System counted all eight planets, plus Pluto, the Sun and the Moon) was the home of a technologically advanced human-like extraterrestrial race called the Anunnaki in Sumerian myth, who Sitchin states are called the Nephilim in Genesis. He wrote that they evolved after Nibiru entered the solar system and first arrived on Earth probably 450,000 years ago, looking for minerals, especially gold, which they found and mined in Africa. Sitchin states that these "gods" were the rank-and-file workers of the colonial expedition to Earth from planet Nibiru.

Sitchin wrote that Enki suggested that to relieve the Anunnaki, who had mutinied over their dissatisfaction with their working conditions, that primitive workers (Homo sapiens) be created by genetic engineering as slaves to replace them in the gold mines by crossing extraterrestrial genes with those of Homo erectus. According to Sitchin, ancient inscriptions report that the human civilization in Sumer, Mesopotamia, was set up under the guidance of these "gods", and human kingship was inaugurated to provide intermediaries between mankind and the Anunnaki (creating the "divine right of kings" doctrine). In the first half, Mr. Lobo, the host of Cinema Insomnia, the nationally syndicated show seen in over 30 television markets, discussed some of the best films in the horror genre, trends in the industry, why we're fascinated with different types of monsters, and the wacky world of horror hosting. The 1930s were the golden age of horror films, he said, and a couple of his favorites from that era are Son of Frankenstein and The Invisible Man. From the 1950s, he likes the films of Jack Arnold, who directed such movies as "The Creature from the Black Lagoon," and The Incredible Shrinking Man, "which I think is a wonderful metaphor for anyone who feels like they're losing their identity," he commented. A trend we're seeing nowadays are horror films aimed at a young female audience with money-making properties like the Twilight series, he added.

The popularity of zombies is also noteworthy-- they are an enemy we can universally destroy and not have feelings about it, and also represent how people have become mindless and controlled by their gadgets, he shared. For someone looking to break into the ranks of horror hosts, such as Mr. Lobo, Dr. Morgus, and Elvira, there are many public domain films that can be shown without royalties, he pointed out. In the latter half, author and leading expert on the paranormal, Rosemary Ellen Guiley, detailed the physical manifestations of hauntings, her research into entities like Shadow People, and stories of spirit communications involving objects such as Ouija boards. "One of the surprising causes of hauntings are the living themselves," she revealed. Certain people seem to have a connection to the spirit world-- "it's like they're a beacon," and if they go to a place that has the right energy, history, or residue-- "they can actually light things up and have hauntings," she continued. Interestingly, objects, and dolls in particular, can become haunted; they can acquire spirit energy that's invested into them by their previous owner if they were highly attached to them, she explained.

She investigated a case of teenage girls who were interested in vampires and contacted entities via the Ouija board, who identified themselves as "Devon and the Vampire Choir." The initial contacts were entertaining and the girls became obsessed with the board. Later the spirits became more manipulative and eventually attached themselves to the girls, even when they weren't using the board, Guiley recounted. She also spoke about the Black-Eyed Children phenomenon, which she related to earlier entity contacts with dark figures such as the Djinn or demons. "These are trickster entities who seem to come up with new forms," she added.
