IRS is an illegal operation. However, it is used by "those in power" to snare others in "power" and have them do their bidding. The IRS is a tool and they sure know how to use it! The IRS puts liens on their property, can confiscate their income, and if they want bring forth criminal prosecution against them. So you know what the dirty politician is gonna do?
