On 7 May 1992, Boris Yeltsin signed a presidential decree establishing the Russian Ministry of Defence and placing all Soviet Armed Forces troops on the territory of the RSFSR under Russian control.[5] The commander-in-chief of the armed forces is the president of Russia. Although the Russian armed forces were formed in 1992, the Russian military dates its roots back to the times of the Kievan Rus'.
The number of troops is specified by decree of the President of Russia. On 1 January 2008, a number of 2,019,629 units, including military of 1,134,800 units, was set.[6] In 2010 the International Institute for Strategic Studies (IISS) estimated that the Russian Armed Forces numbered about 1,040,000 active troops and in the region of 2,035,000 reserves (largely ex-conscripts).[7] As opposed to personnel specified by decree, actual personnel in the forces and paid was reported by the Audit Chamber of Russia as 766,000 in October 2013.[1] As of December 2013, the armed forces are at 82 percent of the required manpower.[8]
According to SIPRI, Russia spent nearly $72 billion on arms in 2011. Russia is planning further increases in its military spending, with draft budgets showing a 53% rise in real terms up to 2014. However, SIPRI adds that many analysts are doubtful whether the industry will be able to deliver on such ambitious plans after decades of stagnation following the collapse of the Soviet Union.[9]

Prime Minister Putin announced that 20-21.5 trillion rubles (over $650 billion) will be allocated to purchase new hardware in the next 10 years. The aim is to have a growth of 30% of modern equipment in the army, navy and air force by 2015, and of 70% by 2020. In some categories, the proportion of new weapon systems will reach 80% or even 100%.[53] At this point, the Russian MoD plans to purchase, among others, up to 250 ICBMs, 800 aircraft, 1,200 helicopters, 44 submarines, 36 frigates, 28 corvettes, 18 cruisers, 24 destroyers, 6 aircraft carriers, and 62 air defense battalions. Several existing types will be upgraded.[53][54]
As of 2011, Russia's chief military prosecutor said that 20% of the defense budget was being stolen or defrauded yearly.[55]

Personnel
As of 2008, some 480,000 young men are brought into the Army via conscription in two call-ups each year. The term of service is 12 months. Eligible age is 18 to 27 years old.
Deferments are provided to undergraduate and graduate students, men solely supporting disabled relatives, parents of at least two children and — upon Presidential proclamation — to some employees of military-oriented enterprises. Men holding Ph.D. as well as sons and brothers of servicemen killed or disabled during their military service are released of conscription.
There are widespread problems with hazing in the Army, known as dedovshchina, where first-year draftees are bullied by second-year draftees, a practice that appeared in its current form after the change to a two-year service term in 1967.[28] According to Anna Politkovskaya, in 2002, "a complete battalion, more than five hundred men, had been killed not by enemy fire but by beatings”.[29] To combat this problem, a new decree was signed in March 2007, which cut the conscription service term from 24 to 18 months.[30] The term was cut further to one year on 1 January 2008.[30]
Thirty percent of Russian Armed Forces' personnel were contract servicemen at the end of 2005.[31] For the foreseeable future, the Armed Forces will be a mixed contract/conscript force.[31]

ALERT -- Police Officer Shoots 14-year-old Boy to Death - Louisiana

14-year-old boy shot, killed by Terrebonne deputy.
HOUMA, LA (WVUE) -
State Police are investigating the fatal shooting of a juvenile by a Terrebonne Parish deputy.
Cameron Tillman, 14, was shot on Tuesday evening, according to state troopers. Tillman was a student at Ellender High School.

The shooting happened just after 5:40 p.m. on Bakers Street at Kirkglen Loop.

Officers say that two deputies responded to reports of a burglary at an abandoned home. Responding officers reported that five male subjects had entered the residence armed with handguns.

While attempting to make contact with the suspects inside, the Terrebonne Parish Sheriff's Office states that a patrolman shot an armed suspect. The suspect has been identified as Cameron Tillman. He was pronounced dead at the scene.

Three of the juveniles were arrested; one escaped. No one else was injured during this incident.

The name of the deputy involved is being withheld at this time. Officers say that the deputy involved is an African-American, 7-year member of the patrol division, a field training officer and a member of the TPSO SWAT team.

Neighbors who gathered at the scene said there was ongoing tension between police and some residents.

"As a citizen, I am outraged," said neighbor Felisha Williams "I believe that they could have apprehended the child without killing the child. That is my belief. I think that they have been through extensive training that they can go and get him without killing."

Blaise Pellegrin, Ellender High School's principal, states that extra grief counselors will be on hand at the school Wednesday morning.

Police said the investigation was just getting underway, and more details would be released later.

EBOLA OUTBREAK HERE TO STAY? United Nations Warn Ebola Epidemic Could Be Here For Next Few Years

Some in Sierra Leone ran away from their homes Saturday and others clashed with health workers trying to bury dead Ebola victims as the country struggled through the second day of an unprecedented lockdown to combat the deadly disease. Unless efforts to control the Ebola outbreak in West Africa are ramped up, more than 20,000 people could be infected by early November, according to a joint United Nations study published today that predicts number of cases will climb exponentially. Hopefully this outbreak will be brought under control shortly. But at the moment there are no signs that this is happening. In fact, hundreds of health workers have contracted the disease themselves. And if current trends continue, the CDC warns that we could see up to 1.4 million cases of Ebola by the end of January…

Despite these setbacks, officials said most of Sierra Leone's 6 million people were complying with orders to stay at home as nearly 30,000 volunteers and health care workers fanned out across the country to distribute soap and information on how to prevent Ebola.

In an unprecedented move, the untested vaccine has already gone into mass production. Some 10,000 doses are being manufactured by the British drug company GlaxoSmithKline, funded by the Wellcome Trust and the UK government, which are also supporting the Oxford trial.

If the vaccine is effective, there will be supplies available to protect thousands of health workers in west Africa, who will be the first to receive it. Nobody wants a repeat of the ZMapp experience – only a dozen doses were available worldwide of the experimental drug and, controversially, they went mostly to foreign medical and aid workers.

The first British volunteer is Ruth Atkins, 48, a communications and engagement manager in the NHS from Marcham in Oxfordshire and a former nurse. She heard on the radio as she was driving home from work that volunteers were needed for a vaccine trial run by Oxford University researchers.

Al Qaeda-linked militants in the southern Philippines have threatened to kill two German hostages they have been holding since April unless Germany stops supporting U.S. action against Islamic State militants, the SITE monitoring service said.

Philippine security officials said on Wednesday that they were checking intelligence reports of the threats from the small but violent Abu Sayyaf group, which is also demanding a ransom of 250 million pesos ($5.6 million) for the captives' release.

A police official said they are still verifying the group's reported demands.

Abu Sayyaf rose to prominence in the early 2000s by kidnapping foreigners. It has links with al Qaeda, although analysts and Philippine security sources say it has lately been focused on kidnap-for-ransom and other criminal activities.

In the message, distributed via Twitter and other websites, the militants said they would "kill one of the two hostages" if their demands were not met within 15 days, according to SITE Intelligence Group, which tracks communications from Islamist groups.

One website published photos of the German hostages, and a message written in Arabic and Filipino that read: "The Abu Sayyaf group officiallly gives warning to the families of the hostages, the German government, and the Philippine government -- First, give us our demand of 250 million pesos before October 10, 2014. If not, we will behead one of our hostages. Second, the German government must stop helping America in carrying out killings against our Muslim brothers in Iraq and Shams (Syria, Jordan, Lebanon and Palestine), and our mujahideen brothers especiallys in Islamic State."

"A message attributed to the Philippines-based Abu Sayyaf group threatened that two German hostages will be killed unless it is paid a ransom and Germany stops its support to the United States against Islamic State (IS)," SITE reported.

The German embassy in Manila declined to comment.

The United States and its Arab allies bombed Islamic State targets inside Syria for the first time on Tuesday (September 23). The Sunni Muslim group has seized swathes of territory in civil war-torn Syria and Iraq, slaughtering prisoners and ordering Shi'ites and non-Muslims to convert or die.

Germany has ruled out taking part in air strikes, but did break a post-World War Two taboo on sending weapons to active conflict zones by agreeing to arm Kurdish fighters battling Islamic State fighters in northern Iraq.

A Philippine military intelligence source said he was aware of the threats to the German hostages from Abu Sayyaf, but doubted they would be carried out, predicting that the group would most likely negotiate a lower ransom.

According to media reports, the two Germans, a man and a woman, were seized at gunpoint from a yacht between Malaysian Borneo and the southern Philippines in April.

Abu Sayyaf has been blamed for beheadings, bombings and kidnappings for ransom. The group is also holding a Dutch, a Swiss, a Japanese and some Filipinos in the south of the mainly Roman Catholic state.

In 2001, Abu Sayyaf rebels in the southern island province of Basilan beheaded an American who had been taken captive from an island resort in Palawan province. Two other Americans were held for more than a year, and one was killed during a rescue operation. The other survived with minor wounds.

About 200 U.S. special forces troops have been deployed in the southern Philippines since 2002 to help train and advise local soldiers in fighting Islamist extremists.

Another War Without Declaration

The day before 9/11, we learned that President Obama was planning to launch airstrikes against the Islamic State in Iraq, but also in Syria. Spurred by ISIS videos seeming to show the beheadings of two American journalists and an English aid worker, the American public was outraged and ready for war. Obama told Congress, he would appreciate their support, but even if they chose not to stand behind him, he said the office of the President holds all the power necessary to arm and train rebels in Syria and even launch a military airstrike campaign in a sovereign state.

As it turned out, the House and Senate both moved to support Obama’s strategy, with his repeated promises not to put American boots on the ground. Since then, several military strategists and even current and former top leaders in the Pentagon have debated whether or not that’s possible or if that’s even happening. The reality is, American military troops are standing on Iraqi ground right now. And if they’re attacked, they are prepared and ready to fight back.

But lost in all of this shuffle is one important fact: this new war on the Islamic State is nothing more than a hybrid version of the old war on terror. ISIS is a spin-off of al-Qaeda, and regardless of what anyone in Washington tries to say, this is a direct continuation of the 2003 war in Iraq.

And like the 2003 war to find weapons of mass destruction, Congress seems to be skipping over one important part of the Constitution. The Constitution awards Congress the powers to declare war. Not the President. And still, while Congress DID vote to send weapons and cash to a militia without a government - a precedent all by itself - Congress still hasn’t voted to declare war against Bashar al-Assad, the Syrian government, OR the Islamic State. And the same people the US is training to fight ISIS are ALSO saying their primary goal is to topple Assad. So while the US is clearly taking sides in the fight, President Obama is standing by President Bush, both of whom believe they have more power than the Constitution.

The World Health Organization has announced that the number of Ebola cases will rise to 21,000 by November if nothing is done to curb the outbreak. Earlier, the WHO confirmed that the Ebola outbreak has killed 2,811 people in West Africa. And the UN health agency says over 5700 people have been infected in five countries across West Africa. The WHO added that the Ebola epidemic will take at least six months to contain. It has urged the affected countries to ramp up their response to the disease and has called on all countries to strengthen their preparedness through simulations and personnel training. Last week, the US said it would build more than a dozen medical clinics in Liberia and deploy about three-thousand troops to train medical personnel.
