Thirteen people have been killed in a mass shooting at a Navy Yard in Washington DC. One of the suspects died at the scene while its believed at least one more is still on the loose. A number of government buildings, including Congress, have been placed on lock down as a precaution.

BREAKING: President Obama Addresses Mass Shooting at Navy Yard in Washington DC

Police say three shooters, including at least one in fatigues, have shot at least 10 people at the Washington Navy Yard.

Police said at least one of the shooters is "down," but it was unclear whether that means the suspect has been arrested or shot. Two remain at large, and police believe they have pinned down one between the third and fourth floors of one of the buildings on the installation in Southeast Washington.

As hundreds of police officers from various agencies converged on the scene, officials at Reagan National Airport ordered all outgoing flights held.

Police on the scene said at least eight civilians were shot, along with the two police officers. One is a D.C. Metro Police officer who was shot two times in the leg and was evacuated on a helicopter that took off from a rooftop, police said. The other officer worked at the base. Except for the officer who was taken away by helicopter, all the other injured were being treated on the ground, police said.

Barbara Starr Speculates: Does 'Second Gunman' Report Indicate Navy Yard Shooting Was Terrorism?

9/16/13 - CNN reporter Barbara Starr revealed in a report to Wolf Blitzer that unconfirmed reports which suggests there were two gunman who carried out an attack on the Washington Naval Yard may indicate a broader plot. She added, given the date's proximity to the September 11 anniversary, a second gunman would be "the most significant fact" of this shooting event.

"We are only a few days past the 9/11 attacks here in Washington D.C.," Starr observed.

"If there are two shooters, Wolf, if that problems to be correct, it is going to be the most significant fact," Starr reported.

"It is going to mean that two people conspired to carry out this attack, that they talked about it ahead of time, that they planned it ahead of time," she continued. "Even if it was just a short period ahead of time, that they had a plan to do this."

She added that security at a Navy installation like this is tight, but can be "gotten around." She added that an authorized person can infiltrate the base with a weapon that is not checked, but getting through several layers of security in the Washington Navy Yard is extremely difficult.

There were conflicting reports on the number of gunmen and casualties. NBC News, citing a senior naval officer at the Navy Yard, said at least 12 people had been shot, with four killed and eight wounded. This could not be independently confirmed. A Navy official told Reuters a suspected shooter has been contained, adding that several people died and several others were injured. The total number of victims was unclear, he said on condition of anonymity. Another Navy official, speaking on condition of anonymity, said more than one shooter may have been involved. The Washington Post reported that there were several shooters. At least one shooter was killed by law enforcement officials two hours after the rampage began, the Los Angeles Times reported, citing "senior law enforcement officials." CNN, citing Navy officials, said two shooters were "down," but it was not clear whether that meant they had been shot or were in custody. The Navy said in a statement the shooting took place at the heavily guarded headquarters, where about 3,000 people work. Dozens of police and emergency vehicles surrounded the complex in southeast Washington, which is about a mile south of the U.S. Capitol, local media reported. Helicopters circled the headquarters with some touching down on the building's roof, according to a live feed by Washington's WJLA TV. A Washington police spokesman said the first reports of shots were received at 8:36 a.m. EDT. A White House official said President Barack Obama had been briefed on the shooting. The shooting briefly shut down flights at Reagan National Airport.

9/16/13 - WASHINGTON -- Multiple people were killed and several more wounded when at least one gunman opened fire Monday at the Naval Sea Systems Command headquarters, authorities said. The Navy said "several" people were killed at the Navy Yard. Ed Buclatin, the public affairs chief for the Navy Installations Command, tweeted "four killed and eight injured." He also tweeted that reports of more than one shooter had not been confirmed.

The situation wsa very fluid. The Associated Press reported that a shooter had been "contained" in the building but was not in custody, according to a Defense Department official who spoke to AP on condition of anonymity.

WUSA-TV in Washington, citing Naval District of Washington spokesman Ed Ziegler, said four people were killed and that two shooters were "down" in the building.

A federal law enforcement official told USA TODAY that authorities have not ruled out the possibility of multiple shooters. The official who had been briefed on the matter said there were conflicting reports on the number of fatalities.
