People like this are not "mentally ill", they're plainly evil. But they like to spread the meme that they're insane rather than evil, because insanity is something that will get you acquitted in a court of law, and somehow acquitted in public opinion. If you think people like these are "mentally ill", you may even get to sympathize with them, and that's what such people want, being manipulators and fraudsters. So, don't fall for it.
