    IRAN CAN SELL IN USD BUT NOT BANK IN USD AND HAVE NOTHING AT RISK.
    THEY CAN SELL FOR USD AND CHANGE CURRENCY AT THE BANK OF INTERNATIONAL SETTLEMENTS FOR ANYTHING THEY LIKE IMMEDIATELY.
