As for 1939, I really would doubt that Hitler would start a war because of a Jewish tradition. Likely, those that put Hitler into power thought that the treaty in 1938 would ave appeased Hitler like how the US thought that the Taliban would be content with just ousting the Soviets from Afghanistan.
