I suggest the implementation of The Right of Self Determination as mentioned in The Law of Nations as the correct method for this task. It is how the founders did it, formerly called the right of exile. Secession will not work, as there is no constitution and never was, sad as that may sound. What we have is a bank pretending to be a government pretending to offer government services folks. Nothing is what it seems.
