Strong quake hits northern Japan, tsunami and evacuation warnings issued Feb 17 (Reuters) - A strong earthquake with a preliminary magnitude of 6.9 was recorded off northeastern Japan on Tuesday, the U.S. Geological Survey said, and the Japan Meteorological Agency issued a tsunami warning.
