Missouri Gov. Jay Nixon on Monday declared a state of emergency ahead of
an expected grand jury ruling on the police shooting of
African-American teenager Michael Brown. The incident in August set off
weeks of protests and confrontations between police and demonstrators,
and authorities fear the coming announcement may set off yet more
