they need to construct a wall outside the plant that extends into the ocean, wall it off so it cant pollute more ocean water, then pump under high pressure cement into the ocean bed in holes every few feet using sonar to make sure its completely blocked from seeping into the rest of the ocean...then drill holes all around the plant using steerable drill bits and fill those with a concrete/nuclear blocking substrate. All nations need to invest into this as its effects affects us all!
