The ordinarily peaceful city of Singapore was shocked earlier this month
by its first riot in decades, triggered by the death of an Indian
laborer, Sakthivel Kumaravelu, who was struck and killed by a private
bus in Little India. The incident has brought attention to Singapore's
1.3 million foreign workers, many of whom work in low-paying jobs such
