The primary concern is the hundreds-of-kilograms, if not tons of chemical weapons, that Syria has deployed. Once Syria --under the internationally and officially responsible administration of UN and permanent Security Council member, Russia -- has destroyed all of its stockpile of chemical weapons, it will be much simpler to verify the veracity of any future claims, over who used and/or uses chemical weapons. The rebels may well have the use of chemical weapons. However, the rebels are not internationally accountable, and cannot be used as a counter line of apologetics, by Syria and its backers..
