This week the Justice Department announced it would not charge former Internal Revenue Service (IRS) official Lois Lerner with contempt of Congress. Some members of Congress requested that Lerner be charged with contempt after she refused to testify at a congressional hearing investigating her role in denying or delaying the applications for tax-exempt status of “tea party” and pro-limited government organizations.

Cynics might suggest it is not surprising that a former government official would avoid prosecution for refusing to tell Congress about how federal employees abused their power to help the incumbent administration. These cynics have a point, but the problem goes beyond mere partisanship. Government officials are rarely prosecuted for even the most blatant violations of our liberties. In contrast, federal prosecutors routinely pursue criminal charges against whistleblowers. For example, the only American prosecuted and imprisoned in relation to the government's use of torture was whistleblower John Kiriakou!

While some officials like Lois Lerner who find themselves at the center of a high-profile scandal or partisan dispute can expect harsh treatment from Congress, this is the expectation, not the rule. Executive branch officials usually receive deferential treatment from members of Congress. I recall one hearing on government surveillance where a representative actually apologized to a government official because Congress had the gall to ask that official to testify about the government’s ongoing surveillance of the American people.

In contrast, private citizens called before Congress are harangued and even bullied. Congress should stop using the hearing process to intimidate private citizens and start using it to intimidate those government officials who are threatening our liberty. For example, Congress should continue to investigate the IRS’s ongoing attempts to silence organizations that work to advance free markets and individual liberty.

My Campaign for Liberty organization has had to battle an IRS demand that it hand over personal information regarding some of its top donors. The IRS is either ignoring, or ignorant of, the numerous precedents protecting the right of organizations like the Campaign for Liberty to protect their members’ privacy from government officials.

The IRS is drafting a new regulation that would empower the agency to revoke an organization's tax-exempt status if that organization sends out a communication to its members or the general public mentioning a candidate for office by name sixty days before an election or thirty days before a primary. By preventing groups from telling their members where candidates stand on issues like Audit the Fed and repeal of the PATRIOT Act, this anti-First Amendment regulation benefits those politicians who wish to hide their beliefs from the voters.

Since the IRS’s power stems from the tax system, the only way to protect our liberty from this agency is to eliminate the tax code. Promising to end the IRS is a popular applause line for politicians wishing to appear as champions of liberty. This week, John Koskinen, the current IRS commissar, responded to these cries to end the IRS by pointing out that shutting down the IRS would deprive Congress of the revenue needed to fund the welfare-warfare state. Koskinen has a point. Congress cannot shut down the IRS until it enacts major reductions in all areas of government spending.

Politicians who vote for warfare abroad and welfare at home yet claim they want to shut down the IRS should not be taken seriously. Freeing the people from the IRS’s tyranny is one of the best reasons to end the welfare-warfare state and return the federal government to its constitutional limitations.

It was one year ago last weekend that a violent coup overthrew the legally elected government of Ukraine. That coup was not only supported by US and EU governments -- much of it was actually planned by them. Looking back at the events that led to the overthrow it is clear that without foreign intervention Ukraine would not be in its current, seemingly hopeless situation.

By the end of 2013, Ukraine’s economy was in ruins. The government was desperate for an economic bailout and then-president Yanukovych first looked west to the US and EU before deciding to accept an offer of help from Russia. Residents of south and east Ukraine, who largely speak Russian and trade extensively with Russia were pleased with the decision. West Ukrainians who identify with Poland and Europe began to protest. Ukraine is a deeply divided country and the president came from the eastern region.

At this point the conflict was just another chapter in Ukraine’s difficult post-Soviet history. There was bound to be some discontent over the decision, but if there had been no foreign intervention in support of the protests you would likely not be reading this column today. The problem may well have solved itself in due time rather than escalated into a full-out civil war. But the interventionists in the US and EU won out again, and their interventionist project has been a disaster.

The protests at the end of 2013 grew more dramatic and violent and soon a steady stream of US and EU politicians were openly participating, as protesters called for the overthrow of the Ukrainian government. Senator John McCain made several visits to Kiev and even addressed the crowd to encourage them.

Imagine if a foreign leader like Putin or Assad came to Washington to encourage protesters to overthrow the Obama Administration!

As we soon found out from a leaked telephone call, the US ambassador in Kiev and Assistant Secretary of State, Victoria Nuland, were making detailed plans for a new government in Kiev after the legal government was overthrown with their assistance.

The protests continued to grow but finally on February 20th of last year a European delegation brokered a compromise that included early elections and several other concessions from Yanukovych. It appeared disaster had been averted, but suddenly that night some of the most violent groups, which had been close to the US, carried out the coup and Yanukovych fled the country.

When the east refused to recognize the new government as legitimate and held a referendum to secede from the west, Kiev sent in tanks to force them to submit. Rather than accept the will of those seeking independence from what they viewed as an illegitimate government put in place by foreigners, the Obama administration decided to blame it all on the Russians and began imposing sanctions!

That war launched by Kiev has lasted until the present, with a ceasefire this month brokered by the Germans and French finally offering some hope for an end to the killing. More than 5,000 have been killed and many of those were civilians bombed in their cities by Kiev.

What if John McCain had stayed home and worried about his constituents in Arizona instead of non-constituents 6,000 miles away? What if the other US and EU politicians had done the same? What if Victoria Nuland and US Ambassador Geoffrey Pyatt had focused on actual diplomacy instead of regime change?

If they had done so, there is a good chance many if not all of those who have been killed in the violence would still be alive today. Interventionism kills.

The president is requesting Congress to pass an authorization for the use of military force (AUMF) resolution against ISIS. Congress has not issued a similar resolution since 2002, when President Bush was given the authority to wage war against Iraq. The purpose of this resolution is to give official authority to the president to do the things that he has already been doing for the past six years. Seems strange but this is typical for Washington. President Obama’s claim is that he does not need this authority. He claims, as have all other recent presidents, that the authority to wage war in the Middle East has been granted by the resolutions passed in 2001, 2002, and by article II of the Constitution. To ask for this authority at this time is a response to public and political pressure.

It has been reported that the president is going to request that the authority limit the use of ground troops. However it would not affect the troops already engaged in Syria and Iraq to the tune of many thousands. This new authority will acknowledge that more advisors will be sent. Most importantly it will appear to have given moral sanction to the wars that have already been going for years.

Interestingly it actually expands the ability of the president to wage war although the president publicly indicates he would like to restrain it. The new authorization explicitly does not impose geographic limits on the use of troops anywhere in the world and expands the definition of ISIS to that of all “associated forces.” A grant of this authority will do nothing to limit our dangerous involvement in these constant Middle East wars.

The war propagandists are very active and are winning over the support of many unsuspecting American citizens. It is not difficult to motivate resistance against an organization like ISIS that engages in such evil displays of horrific violence.

We have been fighting in the Middle East for 25 years. There have been no victories and no “mission accomplished.” Many needless deaths and dollars have been spent and yet we never reassess our policies of foreign interventionism. One would think after the humiliating defeat of the Republicans in 2008, as a reaction to the disastrous foreign policy of George W. Bush, that the American people would be more cautious in granting support to expanding our military presence in that region.

Even if our policies led to no boots on the ground, the unintended consequences of blowback and the enemy obtaining more American weapons will continue. The CIA has said that 20,000 foreigners are on their way to Iraq and Syria to join the ISIS. Our government has no more credibility in telling us the truth about the facts that require us to expand our military presence in this region than Brian Williams. Constant war propaganda has proven too often to be our nemesis in supporting constant war promoted by the neoconservatives and the military industrial complex.

It’s my opinion that giving additional authority to wage war in the Middle East is a serious mistake. Instead, the authority granted in 2001 and 2002 should be repealed. A simple and correct solution would be for our elected officials to follow the rules regarding war laid out in the Constitution.

Ironically there may well be some Republicans in the Congress who will oppose this resolution because of their desire to have an all-out war and not be limited in any way by the number of troops that we should be sending to this region. The only way that Congress can be persuaded to back off with our dangerous interventionism, whether it’s in the Middle East or Ukraine, is for the American people to speak out clearly in opposition.

There is no doubt that ISIS represents a monstrous problem – a problem that should be dealt with by the many millions of Arabs and Muslims in the region. ISIS cannot exist without the support of the people in the region. Currently it is estimated that their numbers are in a range of 30,000. This is not the responsibility of American soldiers or the American taxpayer.

Declaring war against ISIS is like declaring war against communism or fascism. The enemy cannot be identified or limited. Both are ideological and armies are incapable of stopping an idea, good or bad, that the people do not resist or that they support. Besides, the strength of ISIS has been enhanced by our efforts. Our involvement in the Middle East is being used as a very successful recruitment tool to expand the number of radical jihadists willing to fight and die for what they believe in. And sadly our efforts have further backfired with the weapons that we send ending up in the hands of our enemies and used against our allies and Americans caught in the crossfire. Good intentions are not enough. Wise policies and common sense would go a long way toward working for peace and prosperity instead of escalating violence and motivating the enemy.

Last September President Obama cited his drone program in Yemen as a successful model of US anti-terrorism strategy. He said that he would employ the Yemen model in his effort to “degrade and ultimately destroy” ISIS in Iraq and Syria.

But just a week ago, the government in Yemen fell to a Shite militia movement thought to be friendly to Iran. The US embassy in Yemen’s capitol was forced to evacuate personnel and shut down operations.

If Yemen is any kind of model, it is a model of how badly US interventionism has failed.

In 2011 the US turned against Yemen’s long-time dictator, Saleh, and supported a coup that resulted in another, even more US-friendly leader taking over in a “color revolution.” The new leader, Hadi, took over in 2012 and soon became a strong supporter of the US drone program in his country against al-Qaeda in the Arab Peninsula.

But last week Hadi was forced to flee from office in the coup. The media reports that the US has lost some of its intelligence capability in Yemen, which is making it more difficult to continue the drone strikes. Nevertheless, the White House said last week that its drone program would continue as before, despite the disintegration of the Yemeni government.

And the drone strikes have continued. Last Monday, in the first US strike after the coup, a 12 year old boy was killed in what is sickeningly called “collateral damage.” Two alleged “al-Qaeda militants” were also killed. On Saturday yet another drone strike killed three more suspected militants.

The US government has killed at least dozens of civilian non-combatants in Yemen, but even those it counts as “militants” may actually be civilians. That is because the Obama administration counts any military-aged male in the area around a drone attack as a combatant.

It was al-Qaeda in the Arabian Peninsula that claimed responsibility for the brutal shooting at an anti-religious magazine in Paris last month. At least one of the accused shooters cited his anger over US policy in the Middle East as a motivation for him to attack.

Does anyone wonder why, after 14 years of drone strikes killing more than 800 al-Qaeda militants, it seems there are still so many of them? As a Slate Magazine article this week asked, “what if the drones themselves are part of the problem?” That is an excellent question and one that goes to the heart of US anti-terrorist strategy. What if it is US interventionism in general and drone strikes in particular that are motivating so many people to join anti-US militant movements? What if it is interventionist and militarist western foreign policy that is motivating people to shoot up magazines and seek to bring terrorism back to the countries they see as aggressors?

That is the question that the interventionists fear most. If blowback is real, if they do not hate us because we are so rich and free but because of what our governments are doing to them, then US interventionism is making us less safe and less free.

The disintegration of Yemen is directly related to US drone policy. The disintegration of Libya is directly related to US military intervention. The chaos and killing in Syria is directly related to US support for regime change. Is there not a pattern here?

The lesson from Yemen is not to stay the course that has failed so miserably. It is to end a failed foreign policy that is killing civilians, creating radicals, and making us less safe.

He and his wife Carol moved to Texas in 1968, where he began his medical practice in Brazoria County. As a specialist in obstetrics/gynecology, Dr. Paul has delivered more than 4,000 babies! He and Carol, who reside in Surfside Beach, Texas, are the proud parents of five children and have seventeen grandchildren.

While serving in Congress during the late 1970s and early 1980s, Dr. Paul's limited-government ideals were not popular in Washington. He served on the House Banking committee, where he was a strong advocate for sound monetary policy and an outspoken critic of the Federal Reserve's inflationary measures. He also was a key member of the Gold Commission, advocating a return to a gold standard for our currency. He was an unwavering advocate of pro-life and pro-family values. He serves on the House of Representatives Financial Services Committee, and the International Relations committee. On the Financial Services Committee, Rep. Paul serves as the vice-chairman of the Oversight and Investigations subcommittee. He continues to advocate a dramatic reduction in the size of the federal government and a return to constitutional principles.

Dr. Paul is the author of several books, including Challenge to Liberty; The Case for Gold; and A Republic, If You Can Keep It. He has been a distinguished counselor to the Ludwig von Mises Institute, and is widely quoted by scholars and writers in the fields of monetary policy, banking, and political economy. This week, events around the country will highlight the importance of parental control of education as part of National School Choice Week. This year’s events should attract more attention than prior years because of the growing rebellion against centralized education sparked by the federal Common Core curriculum.

The movement against Common Core has the potential to change American education. However, anti-Common Core activists must not be misled by politicians promoting “reforms” of the federal education bureaucracy, or legislation ending Common Core while leaving all other federal education programs intact. The only way to protect American children from future Common Core-like programs is to permanently padlock the Department of Education.

Federal programs providing taxpayer funds to public schools give politicians and bureaucrats leverage to impose federal mandates on schools. So as long as federal education programs exist, school children will be used as guinea pigs for federal bureaucrats who think they are capable of creating a curriculum suitable for every child in the country.

Supporters of federal education mandates say they are necessary to hold schools “accountable.” Of course schools should be accountable, but accountable to whom?
Several studies, as well as common sense, show that greater parental control of education improves education quality. In contrast, bureaucratic control of education lowers education quality. Therefore, the key to improving education is to make schools accountable to parents, not bureaucrats.

The key to restoring parental control is giving parents control of the education dollar. If parents control the education dollar, school officials will strive to meet the parents’ demand that their children receive a quality education. If the federal government controls the education dollar, schools will bow to the demands of Congress and the Department of Education.

So if Congress was serious about improving education it would shut down the Department of Education. It would also shut down all other unconstitutional bureaucracies, end our interventionist foreign policy, and reform monetary policy so parents would have the resources to provide their children with an education that fits their children’s unique needs. Federal and state lawmakers must also repeal any laws that limit the education alternatives parents can choose for their children. The greater the options parents have and the greater the amount of control they exercise over education, the stronger the education system.

These reforms would allow more parents access to education options such as private or religious schools, and also homeschooling. It would also expand the already growing market in homeschooling curriculums. I know a great deal about the homeschooling curriculum market, as I have my own homeschooling curriculum. The Ron Paul Curriculum provides students with a rigorous program of study in history, economics, mathematics, and the physical and natural sciences. It also provides intensive writing instruction and an opportunity for students to operate their own Internet businesses. Of course, my curriculum provides students with an introduction to the ideas of liberty, including Austrian economics. However, we do not sacrifice education quality for ideological indoctrination.

It is no coincidence that as the federal role in education has increased the quality of our education system has declined. Any “reforms” to federal education programs will not fix the fundamental flaw in the centralized model of education. The only way to improve education is to shut down the Department of Education and restore control of education to those with the greatest ability and incentive to choose the type of education that best meets the needs of American children — American parents.

The Real Meaning of the 1914 Christmas Truce

One hundred years ago last week, on Christmas Eve, 1914, German and British soldiers emerged from the horrors of World War One trench warfare to greet each other, exchange food and gifts, and to wish each other a Merry Christmas. What we remember now as the “Christmas Truce” began with soldiers singing Christmas carols together from in the trenches. Eventually the two sides climbed out of the trenches and met in person. In the course of this two day truce, which lasted until December 26, 1914, the two sides also exchanged prisoners, buried their dead, and even played soccer with each other.

How amazing to think that the celebration of the birth of the Prince of Peace could bring a brief pause in one of the most destructive wars in history. How sad that it was not to last.

The Christmas Truce showed that given the choice, people do not want to be out fighting and killing each other. It is incredibly damaging to most participants in war to face the task of killing their fellow man. That is one reason we see today an epidemic of PTSD and suicides among US soldiers sent overseas on multiple deployments.

The Christmas Truce in 1914 was joyous for the soldiers, but it was dangerous for the political leadership on both sides. Such fraternization with the “enemy” could not be tolerated by the war-makers. Never again was the Christmas Truce repeated on such a scale, as the governments of both sides explicitly prohibited any repeat of such a meeting. Those who had been greeting each other had to go back to killing each other on orders from those well out of harm’s way.

As much as governments would like to stamp out such humanization of the “enemy,” it is still the case today that soldiers on the ground will meet and share thoughts with those they are meant to be killing. Earlier this month, soldiers from opposing sides of the Ukraine civil war met in eastern Ukraine to facilitate the transfer of supplies and the rotation of troops. They shook hands and wished that the war would be over. One army battalion commander was quoted as saying at the meeting, “I think it's a war between brothers that nobody wants. The top brass should sort things out. And us? We are soldiers, we do what we're told.”

I am sure these same sentiments exist in many of the ongoing conflicts that are pushed by the governments involved -- and in many cases by third party governments seeking to benefit from the conflict.

The encouraging message we should take from the Christmas Truce of 100 years ago is that given the opportunity, most humans do not wish to kill each other. As Nazi leader Hermann Goring said during the Nuremberg war crimes trials, “naturally, the common people don't want war; neither in Russia nor in England nor in America, nor for that matter in Germany.” But, as he added, “the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked and denounce the pacifists for lack of patriotism and exposing the country to danger. It works the same way in any country.”

This is where our efforts must be focused. To oppose all war propaganda perpetrated by governments against the will of the people.

The political class breathed a sigh of relief Saturday when the US Senate averted a government shutdown by passing the $1.1 trillion omnibus spending bill. This year’s omnibus resembles omnibuses of Christmas past in that it was drafted in secret, was full of special interest deals and disguised spending increases, and was voted on before most members could read it.

The debate over the omnibus may have made for entertaining political theater, but the outcome was never in doubt. Most House and Senate members are so terrified of another government shutdown that they would rather vote for a 1,774-page bill they have not read than risk even a one or two-day government shutdown.

Those who voted for the omnibus to avoid a shutdown fail to grasp that the consequences of blindly expanding government are far worse than the consequences of a temporary government shutdown. A short or even long-term government shutdown is a small price to pay to avoid an economic calamity caused by Congress’ failure to reduce spending and debt.

The political class’ shutdown phobia is particularly puzzling because a shutdown only closes 20 percent of the federal government. As the American people learned during the government shutdown of 2013, the country can survive with 20 percent less government.

Instead of panicking over a limited shutdown, a true pro-liberty Congress would be eagerly drawing up plans to permanently close most of the federal government, staring with the Federal Reserve. The Federal Reserve’s inflationary policies not only degrade the average American’s standard of living, they also allow Congress to run up huge deficits. Congress should take the first step toward restoring a sound monetary policy by passing the Audit the Fed bill, so the American people can finally learn the truth about the Fed’s operations.

Second on the chopping block should be the Internal Revenue Service. The federal government is perfectly capable of performing its constitutional functions without imposing a tyrannical income tax system on the American people.

America’s militaristic foreign policy should certainly be high on the shutdown list. The troops should be brought home, all foreign aid should be ended, and America should pursue a policy of peace and free trade with all nations. Ending the foreign policy of hyper-interventionism that causes so many to resent and even hate America will increase our national security.

All programs that spy on or otherwise interfere with the private lives of American citizens should be shutdown. This means no more TSA, NSA, or CIA, as well as an end to all federal programs that promote police militarization. The unconstitutional war on drugs should also end, along with the war on raw milk.

All forms of welfare should be shut down, starting with those welfare programs that benefit the wealthy and the politically well connected. Corporate welfare, including welfare for the military-industrial complex that masquerades as “defense spending,” should be first on the chopping block. Welfare for those with lower incomes could be more slowly phased out to protect those who have become dependent on those programs.

The Department of Education should be permanently padlocked. This would free American schoolchildren from the dumbed-down education imposed by Common Core and No Child Left Behind. Of course, Obamacare, and similar programs, must be shut down so we can finally have free-market health care.

Congress could not have picked a worse Christmas gift for the American people than the 1,774-page omnibus spending bill. Unfortunately, we cannot return this gift. But hopefully someday Congress will give us the gift of peace, prosperity, and liberty by shutting down the welfare-warfare state.

House Chooses New Cold War With Russia

Last week the US House voted overwhelmingly in favor of an anti-Russia resolution so full of war propaganda that it rivals the rhetoric from the chilliest era of the Cold War. Ironically, much of the bill condemns Russia for doing exactly what the US government has been doing for years in Syria and Ukraine!

For example, one of the reasons to condemn Russia in the resolution is the claim that Russia is imposing economic sanctions on Ukraine. But how many rounds of sanctions has the US government imposed on Russia for much of the past year? I guess sanctions are only bad when used by countries Washington doesn’t like.

The resolution condemns Russia for selling weapons to the Assad government in Syria. But the US has been providing weapons to the rebels in Syria for several years, with many going to terrorist groups like al-Qaeda and ISIS that the US is currently bombing!

The resolution condemns what it claims is a Russian invasion of Ukraine (for which it offers no proof) and Russian violation of Ukrainian sovereignty. But it was the US, by backing a coup against the democratically elected Yanukovich government in February, that first violated that country’s sovereignty. And as far as a military presence in Ukraine, it is the US that has openly sent in special forces and other military advisors to assist the government there. How many times have top US military and CIA officials visited Kiev to offer advice and probably a lot more?

The resolution condemns Russia for what it claims are attempts to “illicitly acquire information” about the US government. But we learned from the Snowden revelations that the NSA is spying on most of the rest of the world, including our allies! How can the US claim the moral authority to condemn such actions in others?

The resolution attacks Russian state-funded media, claiming that they “distort public opinion.” At the same time the bill demands that the thousands of US state-funded media outlets step up their programming to that part of the world! It also seeks “appropriate responses” to Russian media influence in the rest of the world. That should be understood to mean that US diplomats would exert pressure on foreign countries to shut down television networks like RT.

The resolution condemns what it claims is Russia’s provision of weapons to the Russian-speaking eastern part of Ukraine, which seeks closer ties with Russia, while demanding that the US government start providing weapons to its proxies on the other side.

As I have said, this is one of the worst pieces of legislation I can remember. And trust me, I have seen some pretty bad bills. It is nothing but war propaganda and it will likely lead to all sorts of unintended consequences.

Only ten Members – five from each party – opposed this reckless resolution. Probably most of those who voted in favor did not bother to read the bill. Others who read it and still voted in favor may have calculated that the bill would not come up in the Senate. So they could vote yes and please the hawks in their districts – and more importantly remain in good graces of the hawks who run foreign policy in Washington – without having to worry about the consequences if the bill became law.

Whatever the case, we must keep an eye on those Members of Congress who vote to take us closer to war with Russia. We should thank those ten Members who were able to resist the war propaganda. The hawks in Washington believe that last month’s election gave them free rein to start more wars. Now more than ever they must be challenged!

Rep. Ron Paul sponsored this Congressional lecture on "Why Was the Federal Reserve Created?", the introductory lecture in a three part series on the Federal Reserve System for Congressional staff. As a continuing educational tool this lecture was filmed and is provided to the public. The lecture was delivered by Dr. George Selgin, Professor of Economics at the Terry School of Business at the University of Georgia and author of a number of books on money and banking, such as "Bank Deregulation and Monetary Order" and "Good Money."
Prof. Selgin provides a short but comprehensive explanation of the institutional drawbacks of the United States banking system during the 19th century and how this fueled desire for financial reform. Unfortunately, as Prof. Selgin goes on to describe, the solution of allowing a free market in banking was rejected and instead another layer of government regulation was placed on the banking sector in the form of the Federal Reserve System.
